Maybe that is one important question a person writing a book review should ask herself, especially when this book is an academic one. Puzzling to answer that one question, I have tried to distinguish two categories.   Policing in Central and Eastern Europe has changed greatly since the fall of the Berlin Wall. Some Central and Eastern European countries are constituent members of the European Union, while others have been trying to harmonize with the EU and international requirements for a more democratic policing and developments in accordance with Western European and international .

      The recently published book, Policing Humanitarianism: EU Policies Against Human Smuggling and their Impact on Civil Society, examines the ways in which European Union policies aimed at countering the phenomenon of migrant smuggling affects civil society actors’ activities in the provision of humanitarian assistance, access to rights for irregular immigrants and asylum seekers. Law enforcement in Germany is constitutionally vested solely with the states, which is one of the main features of the German political system.. Policing has always been a responsibility of the German states even after when the country was constitution of the Weimar Republic did provide for the possibility of creating a national police force, should the necessity arise.
